Steps to obtain the Community License

  1. Establish a transport company

Register your business as a road transport operator in your country of establishment.

  2. Meet financial standing

€9,000 for the first vehicle, €5,000 for each additional vehicle over 3.5 tonnes — the EU-wide formula under Regulation (EC) No 1071/2009.

  3. Get your CPC

The operator or designated transport manager passes the Certificate of Professional Competence exam.

  4. Prove good repute

A criminal background check for the company and its managing staff.

  5. Submit your application

To your national transport authority, with CPC, financial-standing proof, and good-repute documents together.

  6. Receive your license

Once approved, it's valid for 10 years and allows both international EU transport and cabotage.

How this works in practice

Poland — issued by GITD (Główny Inspektorat Transportu Drogowego). CPC is administered via ZMPD. Application fee runs €300–400. See the full Poland transport page.

Latvia — issued by the Autotransporta direkcija (Road Transport Administration). Application fee runs €150–300 depending on vehicle count. See the full Latvia transport page.

Hungary — issued by the NKH (Nemzeti Közlekedési Hatóság). Application fee runs €300–500. See the full Hungary transport page.

Common questions

Does the Community License let me operate in any EU country?

Yes — once issued by your country of establishment, it's recognized EU-wide for both international transport and cabotage (temporary domestic transport in another member state).

Do I need a separate license per country?

No. The Community License is issued once, by your country of establishment, and is valid across the EU.

How long does the application take?

This varies by country. Once your file — company registration, CPC, financial standing, good repute — is complete, we confirm current processing timelines for your specific country rather than quoting a generic figure.

Why work with BIZ TRP

The Community License process looks straightforward on paper, but the details that actually matter — which authority handles your application, what the real fee is, how long review genuinely takes — vary by country and aren't always published clearly. Getting a document wrong or missing means restarting weeks of waiting.
